CHARGES LAID IN ILLEGAL LOTTERY SCHEME
AND GAMING/BETTING HOUSE INVESTIGATION
Three People Charged
(TORONTO, ON) - Three Greater Toronto Area (GTA) residents have been charged in connection with an illegal lottery scheme and a gaming and betting operation.
In May 2025, the Investigation and Enforcement Bureau (IEB) of the Ontario Provincial Police (OPP) commenced an investigation, dubbed Project BASERUNNER, in response to information regarding illegal lottery sales at stores located within the GTA. On Wednesday, April 15, 2026, the OPP, the Peel Regional Police and the Toronto Police Service executed search warrants at three commercial businesses located in Brampton and Toronto.
As a result of the investigation, the OPP arrested and charged three individuals under the Criminal Code.
Anh Quan NGUYEN, age 25 of North York, was charged with:
- Unauthorized lottery scheme
- Keep common gaming/betting house
- Possession of property obtained by crime
The accused is scheduled to appear before the Ontario Court of Justice in Toronto on Thursday, July 2, 2026.
Bao Khanh DINH, age 23 of North York, and Huong Thi HUYNH, age 53 of York, were each charged with:
- Unauthorized lottery scheme
- Keep common gaming/betting house
- Possession of property obtained by crime
Both accused are scheduled to appear before the Ontario Court of Justice in Brampton on Friday, August 21, 2026.
IEB is a division of the OPP embedded within the Alcohol and Gaming Commission of Ontario (AGCO) and is responsible for conducting criminal, provincial and regulatory eligibility investigations to ensure integrity and public safety within the AGCO-regulated industries.
