ARREST – 1 District CIB Investigates Suspicious Person

On Tuesday, March 3, 2026, Niagara Regional Police Service (NRPS) 1 District (St. Catharines/Thorold) uniform officers responded to multiple reports of animal remains left in public places on Welland Avenue in St Catharines.

Investigating officers reviewed video surveillance footage which revealed a male suspect taking animal remains out a bag and placing them in public areas. The suspect then left the scene on foot. Investigating officers identified the animal remains as various wild animals.

1 District Criminal Investigative Branch (CIB) took carriage of the investigation, and a suspect image was disseminated. On Wednesday, March 4, 2026 at 8:47 PM, detectives with 1 District CIB located and arrested 45-year-old Christopher PARRENT for the following criminal offences:

  • Publicly Exhibit Disgusting Object (3 counts)
  • Indecent Exhibition (2 counts)

PARRENT remains in custody and is scheduled to attend a bail hearing on Thursday, March 5, 2026 at the Robert S.K. Welch Courthouse, located at 59 Church Street in St. Catharines.
